After 10 years of development, and around 50% of the construction completed, Lend Lease were seeking strategies to address a range of problems with the precinct, including inactive streets, failing retail, over-scaled public spaces and a broader public perception that the area had failed to deliver on its promise to be Melbourne’s newest and best waterfront.
