Six Degrees Urban were commissioned by the Victorian Growth Areas Authority to review the corridor and precinct structure plans for Melbourne’s Greenfield corridors, and to establish the fundamental planning principles for new centres.
The structure and principles formed the bases of the ongoing Melbourne Growth Areas structure planning documents, as Melbourne continues to expand its footprint. The key challenges remains for Melbourne to generate substantial centres with high quality amenity, that will draw jobs and services away from the highly dominant CBD and inner city suburbs, to service these new suburban areas. The proposed suburban rail loop, running from Cheltenham to Werribee via Melbourne Airport is an attempt to create these secondary centres. It may work, but the urban structure of Melbourne must be further explored before committing to build this loop. Most global cities have their circle lines within 5 to 10 km of the main centre, reinforcing the role of that centre, as opposed to this loop which is between 20 and 30km away from the CBD.
